School sexual abuse and institutional failures are not isolated incidents — they are systemic patterns documented across Missouri and Illinois school districts, universities, and youth programs. This resource page provides plain-language information on Title IX, your legal rights, and how to take action.

What Is Title IX

Title IX of the Education Amendments of 1972 (20 U.S.C. § 1681) prohibits sex discrimination — including sexual harassment and sexual violence — in any educational program or activity receiving federal financial assistance. It creates civil liability for school districts that had actual knowledge of abuse and responded with deliberate indifference.

Critical Deadlines

Two clocks run simultaneously:

  1. OCR Complaint: Must be filed within 180 days of the incident. Missing this forfeits OCR rights permanently.
  2. Civil Lawsuit: Missouri — generally 5 years; Illinois — generally 2 years (tolled for minors). These clocks do not pause during an OCR investigation.
